maxerr TEMPORARY / Andreas Suter 22.02.01

In order to migrate Maximum Entropy (maxerr) from Tanya Riseman to
our linux machine (/afs/psi.ch/project/lem/max_entropy at the
moment) I proceeded as follows:

1) I installed PGPLOT in the local directory
/afs/psi.ch/project/lem/pgplot, since maxerr needs to library
pgplot.a. The description how to install PGPLOT is given in the
file 'pgplot.txt'.

2) I needed to change all the make files which need the PGPLOT
library which are

   /afs/psi.ch/project/lem/mex_entropy/db01/Makefile_db01_g77
   /afs/psi.ch/project/lem/mex_entropy/pgdb01/Makefile_pgdb01_g77
   /afs/psi.ch/project/lem/mex_entropy/san01/jan/Makefile_san0101_g77

Just added the path of the library pgplot.a to the makefile.
